The Ship That Wouldn’t Die

Mahan’s Standard

Alfred Thayer Mahan died in 1914. He had spent his career arguing a single proposition: that sea power was the foundation of national power, and that sea power required ships capable of controlling the sea. Not patrolling it. Not showing the flag in it. Controlling it. He was precise about what that required. Concentrated force. Logistical reach. The ability to sustain combat power far from home. He was equally precise about what it did not require. Presence for its own sake. Ships built to look capable. A navy that confused activity with strategy.

The Littoral Combat Ship was not built on Mahan’s principles. It was built on something else entirely.

What They Promised

The pitch, when it came in the early 2000s, was seductive. The Navy needed a new kind of ship. Fast. Agile. Cheap. A small combatant that could operate in the littorals—the shallow, contested coastal waters where traditional destroyers couldn’t go. The ship would be revolutionary in concept: modular. You could swap out mission packages depending on the threat. Surface warfare today, mine countermeasures tomorrow, anti-submarine warfare the day after. One hull, three missions, unlimited flexibility.

The price tag was $472 million per hull. That was the promise.

The concept had a certain elegance to it. In a post–Cold War environment, with threats diffuse and budgets constrained, modularity sounded like efficiency. The Navy’s promotional materials described LCS as transformational. Admirals testified to Congress about its revolutionary potential.

Nobody asked the hard question. Revolutionary for whom?

What They Delivered

By 2022, the Government Accountability Office had its answer. The LCS fleet, the GAO concluded, had not demonstrated the operational capabilities it needed to perform its mission. The self-defense systems were inadequate. Mission-essential equipment failed repeatedly. The mission modules—the entire conceptual foundation of the program—were years behind schedule, and some never achieved full operational certification at all.

The Navy’s own testing office, DOT&E, told a parallel story. As recently as FY2025, DOT&E reported that it still could not determine the operational effectiveness of key systems because the data were insufficient. For the Independence-variant mine countermeasures package—one of the three core missions the ship was built to perform—DOT&E reported in FY2024 that no operational test had been conducted and that cyber survivability evaluation had been deferred. In FY2025, the same finding: no operational testing.

The ship had been in service for years. The tests had not been run.

The hulls themselves proved fragile in ways that should have been caught earlier. Combining gear failures plagued the Freedom-class variant. Structural problems emerged under what the Navy’s own assessments described as normal operational stresses—not battle damage, not extreme conditions, but routine use. Ships designed to operate in contested coastal waters could not reliably survive the peacetime sea.

The decommissionings began. USS Sioux City, commissioned in 2018, was decommissioned in 2023. Five years of service. USS Little Rock was stricken in 2024. USS Detroit followed in 2025. Ships barely a decade old, cut loose not because they had been worn out by honorable service but because they had never worked well enough to justify the cost of keeping them.

By fiscal year 2019, the United States had spent more than $28 billion building 32 hulls. Mission packages added another $4.7 billion in acquisition costs. The Navy estimated it would cost more than $60 billion to operate and maintain the planned 35-ship fleet over its lifetime. Combined, the program’s total exposure approaches $95 billion. The original unit cost target of $472 million per hull reached $875 million on first-of-class ships—an increase of nearly 85 percent.

Nearly $95 billion. For a ship no one needed.

How It Survived Anyway

Here is where Mahan stops being relevant and Eisenhower becomes necessary.

In his farewell address, Dwight Eisenhower warned of something new in American life. The conjunction of a permanent military establishment and a large arms industry had no precedent in peacetime American history. Public policy, he said, could become captive to a scientific-technological elite.

The warning was not abstract. It was practical. It was about money, and jobs, and the geography of congressional districts.

The Littoral Combat Ship had two builders. Marinette Marine in Marinette, Wisconsin, built the Freedom-class variant. Austal USA in Mobile, Alabama, built the Independence-class variant. The dual-vendor strategy was not born of fleet design requirements. It was born of industrial policy. Two yards. Two congressional districts. Two sets of constituents whose jobs depended on the contract continuing.

The Mobile County Commission lobbied Congress to approve the split-buy plan. Not the fleet admirals. The county commissioners. They cited jobs and local economic benefits. That is a precise description of what the LCS program had become: not a naval capability, but a jobs program wearing a hull number.

The lobbying was systematic and well-funded. Lockheed Martin, the prime contractor for the Freedom variant, spent approximately $3.65 million lobbying Congress over a single three-month period in 2016 on “all issues,” including shipbuilding. Between 1999 and 2015, Lockheed Martin employees and its PAC donated at least $2.3 million to members of House and Senate defense appropriations subcommittees. Austal USA employed a dozen lobbyists, almost all of them former government officials. Lockheed employed approximately seventy, more than two-thirds of whom had previously served at the Department of Defense or on appropriations committees.

That is not corruption in the legal sense. Every transaction described above was legal. It is something more insidious than corruption. It is a system functioning exactly as designed—a system designed to protect itself.

Congress repeatedly added or protected LCS hulls that the Navy itself had tried to slow or cancel. The pattern is familiar to anyone who has studied the military-industrial complex since Eisenhower named it.

  • The service identifies a problem.
  • The contractors deploy their lobbyists.
  • The appropriators, whose districts depend on the yards, protect the funding.
  • The program continues.
  • The ships get built.
  • The capabilities never arrive.

The money is gone.

What the Money Could Have Bought

In January 2026, General Dynamics National Steel and Shipbuilding Company (NASSCO) unveiled the AD(X) destroyer tender concept—a ship designed to reload vertical launch systems for up to four destroyers at a time, based on the same hull architecture as the AS(X) submarine tenders already under contract. It is exactly what Alfred Thayer Mahan would have recognized as logistical reach. The ability to sustain combat power far from home.

The second article in this series argued that the destroyer tender was the corrective Mahan’s legacy demanded—that the Navy had spent decades buying presence at the expense of readiness, and that a recapitalized tender fleet would do more for actual sea control than any number of prestige platforms. NASSCO announced AD(X) after that article was written. The argument is more valid now than when it was made.

For the nearly $95 billion committed to the LCS program—procurement, mission packages, and a lifetime of operating and support costs for ships that couldn’t reliably perform their missions—the Navy could have funded a four-ship AD(X) program, recapitalized its depot maintenance infrastructure, and still had money left.

The sailors who will fight the next naval war in the Pacific deserve ships that work. They deserve logistical tails that can sustain them in contested seas thousands of miles from the nearest friendly port.

They do not deserve presence platforms that look like capability on a PowerPoint slide.

The Moral Ledger

Every officer who wears the uniform of the United States takes an oath. The oath, codified at 5 U.S.C. § 3331, requires support and defense of the Constitution and faithful discharge of duties. That is the legal minimum. The moral minimum is higher.

The question the LCS record raises is not complicated. If you knew the mission modules were not performing—and by 2015 the evidence was in the public record—and you signed documents attesting to operational capability, what does that mean? If you knew the hulls were structurally marginal for their intended environment, and you testified before Congress in favor of continued procurement, what does that mean?

The Uniform Code of Military Justice addresses false official statements at Article 107 and frauds against the United States at Article 124. Those are legal thresholds. This article does not argue that specific individuals crossed them. The documentary record for that argument requires a level of specificity—names, dates, signed certifications, known falsehoods—that demands more than inference.

What the documentary record does support is this: the capability deficiencies documented by GAO and DOT&E were not secret. They were published in reports available to every flag officer and congressional staffer with a clearance and a computer. The program continued anyway. The contracts were renewed. The ships were built. And when they didn’t work, they were decommissioned quietly, and the next line item was already in the budget request.

Institutional cowardice has no UCMJ article. It leaves no fingerprints. It operates through silence and omission and the shared understanding that certain questions are not asked in certain rooms. But it has consequences as real as any false statement, and it is paid for by the sailors who go to sea in ships that weren’t ready, and by the taxpayers who funded the contracts, and by the nation that needed a Navy capable of controlling the sea.

The Verdict

Mahan argued that sea power was not about the number of ships. It was about the capacity of those ships to do what needed doing—to project force, sustain it, and control the waters through which commerce and conflict flowed. A navy that counted hulls instead of capabilities had missed the point. A navy that built ships to protect industrial bases and congressional relationships instead of to win at sea had abandoned its purpose.

The Littoral Combat Ship will be remembered as a $95 billion proof of Mahan’s warning. It was not merely a bad bet on an unproven concept. It became something more troubling: a documented case in which the institution kept faith with its acquisition construct long after the public record had established unresolved failures in capability, testing, and sustainment. The ship survived every attempt to cancel it. It survived GAO reports and DOT&E findings and flag officer skepticism and budget crises. It survived because the system that built it was better at protecting itself than the ship was at protecting the fleet.

The laundry fire was doctrine.

The golden mistake was a missed opportunity.

This is the bill.

Nearly $95 billion.

The ship that wouldn’t die.

And a Navy that deserved better than both.

Mahan would have recognized the result. He spent his life trying to prevent it.
